The People v. OARC · Issue Committee
KCC Independent Attorney Regulation Issue Committee
Colorado's attorney regulation system is broken. It operates without meaningful independence, without public accountability, and without a path for ordinary citizens to challenge it. We are changing that — through the ballot, through the petition process, and through organized citizen action.
Our Mission
The KCC Independent Attorney Regulation Issue Committee is working to present a new structure for attorney regulation in Colorado — one that is independent from the legal establishment, transparent to the public, and accountable to the people it is supposed to serve. We are pursuing a constitutional amendment that puts oversight where it belongs: with the citizens of Colorado.
What We Are Doing
Drafting Ballot Language
Our committee is working to draft clear, legally sound ballot language for a constitutional amendment that establishes an independent attorney regulation structure in Colorado. Every word matters — we are building this carefully and correctly.
Pursuing a Constitutional Amendment
We are seeking to get an amendment for independent attorney regulation approved and placed before Colorado voters. This means navigating the state's initiative process, building coalitions, and making the case to the public that the current system is not working.
Petitioning for Ballot Access
Before Coloradans can vote, we must gather the required signatures to place the measure on the ballot. We are organizing petition drives, training volunteers, and building the infrastructure to reach voters across the state.
Educating the Public
Most Coloradans don't know how attorney regulation works — or who it protects. We are producing plain-language materials, hosting public sessions, and equipping coalition members to explain why independent oversight matters and what a better system looks like.
Why Independent Attorney Regulation?
Colorado's current attorney regulation system is controlled by the legal profession itself. The Colorado Supreme Court oversees attorney discipline, and the Office of Attorney Regulation Counsel (OARC) operates under its authority — with limited public input and no independent check on its decisions. Citizens who are harmed by attorney misconduct have few meaningful remedies. We believe the people of Colorado deserve a system that is independent of the profession it regulates, transparent in its processes, and accountable to the public — not just to lawyers and judges.
