Targeted Individuals
Developing statutory initiatives to better protect individuals from coordinated harassment, unconstitutional surveillance, and civil rights violations — and building the legal record to make them stick.
Our Mission
Statutory Change. Real Protection.
The Targeted Individuals Working Group is focused on developing statutory initiatives that will create meaningful legal protections for Coloradans who have experienced coordinated harassment, unlawful surveillance, or systematic civil rights violations.
We don't just document — we build the legislative case. Every account strengthens the statutory argument. We are turning individual experiences into durable legal protections that government actors cannot circumvent.
Statutory Initiatives
Drafting and advancing legislation that creates enforceable protections for individuals targeted by coordinated or institutional harassment.
Documentation
Collecting and organizing firsthand accounts, evidence, and patterns of unconstitutional targeting to support the legislative record.
Constitutional Framework
Identifying the specific rights violations — 1st, 4th, 5th, and 14th Amendment — and building the legal arguments that underpin statutory reform.
Coalition Support
Connecting affected individuals with coalition resources, legal guidance, and community solidarity throughout the process.
Join the Working Group
The Targeted Individuals Working Group meets as part of the broader KCC Working Group session every Thursday at 5:00 PM MT. All coalition members are welcome.
Your Experience Can Change the Law.
If you have experienced coordinated harassment or civil rights violations, your account is a critical piece of the statutory record. Join the coalition and help us build protections that last.
